RFPs


As we build a central health coverage marketplace for Minnesotans, we may identify the need for outside expertise in a particular area. In some instances we will solicit a contractor through a Request for Proposal (RFP) process. All RFPs will be posted here and at the State Register.

To ensure a level playing field for all interested parties, staff cannot converse with prospective vendors in advance by phone, nor meet in person.

Awarded Contracts

IT Infrastructure (July 2012)

Minnesota is planning for the technical infrastructure of an exchange/marketplace. The Minnesota Departments of Commerce, Human Services, and Health have entered into a contract with MAXIMUS, Inc. to design and develop the necessary technical capabilities, including a consumer-friendly website. Impact of the ACA and the Exchange (March 2011)  
Minnesota is planning a statewide exchange as provided by the federal Patient Protection and Affordable Care Act, and directed by Executive Order Number 11-30. The State of Minnesota has entered into a contract with Jonathan Gruber and Bela Gorman to provide economic micro-simulation analyses to determine the potential impact of the ACA on the State of Minnesota health insurance marketing with respect to federal requirements and policy options available to Minnesota in the context of developing a health insurance Exchange.

Public Outreach and Education Market Research (April 2012) 
The State of Minnesota entered into a contract with Salter Mitchell to perform market research that will allow for a better understanding of communications, public awareness and engagement strategies that will be most effective in educating Minnesotans about an exchange.

Quality Rating System (September 2012)  
The State of Minnesota entered into a contract with Consumers' Checkbook to develop a methodology that measures health plan quality and enrollee satisfaction.

The State of Minnesota entered into a contract with Himle Rapp to develop a strategic communications and social media plan that will be most effective in educating Minnesotans about an exchange.

Brand Development (November 2012)  
The State of Minnesota entered into a contract with Haberman to imagine, articulate and visualize a brand for a Minnesota health insurance exchange.

Public Awareness Campaign (April 2013)
The State of Minnesota entered into a contract with BBDO Proximity Minneapolis to help develop a statewide campaign to increase awareness about MNsure.
