What is health reform? The term health reform includes policies and partnerships to improve health and lower health care costs. Minnesota has a long history of reform and, most recently, in 2008, we passed a state health reform law that improves community health, patient experience, and affordability of health care in Minnesota. In 2010, federal health reform (the Affordable Care Act) became law, providing additional tools for Minnesota to cover the uninsured, build the health care workforce, prevent illness, and contain health care costs. Throughout this website, the term health reform includes both state and federal laws and policies.

Minnesota's Roadmap to Better Health and Lower Costs
Minnesota has always been a national leader in health care. Our vision for health reform builds on this legacy to strive for even better care at lower cost. In 2008, we passed state reforms that put us on the path to greater health and savings. And this year we have taken new decisive steps to rein in costs—with competitive bidding for Medicaid contracts, better review of private insurance rates, prevention initiatives and incentives for high-value health care.
