The General National Pollutant Discharge Elimination System (NPDES)/State Disposal System (SDS) Feedlot Permit is intended for feedlots that are large Concentrated Animal Feeding Operation (CAFOs) that are required by federal rule to apply for an NPDES permit.
The General State Disposal System (SDS) feedlot permit is intended for feedlots capable of holding 1,000 or more animal units, as defined in Minn. Rules 7020.0300, subpart 5, or a manure storage area capable of of storing the manure generated by 1,000 animal units.

The requirements are dependent on the nature and complexity of the applicant's facility.

Period of Issuance:
NPDES Permit: Five years.
SDS Permits: 10 years.

Other Pertinent Information:
An NPDES permit is required for the construction or operation of a CAFO as required by federal law. An SDS permit is required for the construction or operation of a feedlot capable of holding 1,000 or more animal units, or a manure storage are capable of holding 1,000 or more animal units, or a manure storage area capable of storing the manure generated by 1,000 animal units as required by state law. Individual NPDES or SDS Permits are issued for facilities using new technology, have compliance issues, or otherwise do not qualify for a General NPDES or SDS Permit. Most facilities are expected to qualify for the General NPDES or SDS Permit.
County Board may not assume responsibility for processing NPDES applications for animal feedlot permits as authorized by Minn. Stat. § 116.07, subd. 7. The provisions of this cooperative effort are contained in Minn. Rules 7020.1600.
