The General National Pollutant Discharge Elimination System (NPDES)/State Disposal System (SDS) Feedlot Permit is intended for feedlots that are large Concentrated Animal Feeding Operation (CAFOs) that are required by federal rule to apply for an NPDES permit.

The requirements are dependent on the nature and complexity of the applicant's facility.

Other Pertinent Information:
An NPDES/SDS permit is required for the construction or operation of a CAFO as required by federal law. Individual NPDES/SDS Permits are issued for facilities using new technology, have compliance issues, or otherwise do not qualify for a General NPDES/SDS Permit. Most facilities are expected to qualify for the General NPDES/SDS Permit.
County Board may not assume responsibility for processing NPDES applications for animal feedlot permits as authorized by Minn. Stat. § 116.07, subd. 7. The provisions of this cooperative effort are contained in Minn. Rules 7020.1600.
