The Minnesota Board of Cosmetologist Examiners (BCE) regulates the examination, practice and registration of all licensed apprentices, instructors, as well as inspection of all salons and schools.

Requirements:

Individuals

Initial Operator Requirements

1. Completed Application - Type entire application first and select "Print Form", sign, date, and attach supplemental documentation and mail to Board.

2. Fees: (Payable to the BCE, Credit Card not Accepted).

3. High School/GED Diploma or Transcript (Copy)

4. Original Certificate of Course Completion

    This form must be complete, accurate, and properly notarized.
    Contact your school or course provider for this certificate.

    Note: As of 7/1/2015 , the Certificate of Readiness is no longer
    required to be submitted to the BCE. It must be retained by the school.

5. Original passing results from the Minnesota State Laws & Rules Exam
    and the General Theory Exam. Both original score reports must be
    attached to this application. Exam results are valid for one year.

Salon Manager Requirements

1. Completed application.

2. Fees (Check or money orders made payable to the BCE).

3. Current Minnesota Operators License Number
    Once a Salon Manager License is issued, an Operator License
    does not need to be renewed.

4. Experience Verification Form of at least 2,700 hours in a licensed
    salon in any state within the past 3 years.

5. Original passing results from the Minnesota Salon Manager Examination
    You must take and pass the Salon Manager Exam and attach the
    original passing results to this application. Exam results are valid for
    one year. Call PSI at (800) 733-9267 or visit PSI Exams Online 
    for scheduling.


School Manager

1. Completed Application

2. Fees (Check or money orders made payable to the BCE).

3. Current Salon Manager License Number
    This license must be maintained to keep a valid School Manager
    License.

4. Experience Verification Form of at least 2,700 hours in a licensed
    salon in any state within the past three years. The hours can be
    obtained in any state in which you are licensed to practice.

5. Original passing results from the Minnesota School Manager
    Examination. You must take and pass the School Manager
    Exam and attach the original passing results to this application.

Instructor
  
 
1. Completed Application

2. Fees (Check or money orders made payable to the BCE).

3. Current Operator or Salon Manager License Number
    This license must be maintained to keep a valid Instructor
    License.

4. Experience Verification Form of at least 1,400 hours of
    licensed practice in the past three years. The hours can
    be obtained in any state in which you are licensed to
    practice.

5. Original passing results from the Minnesota Instructor
    Practical Exam, Laws & Rules Instructor Written Exam,
    and General Instructor Written Exam Original score
    reports must be attached to this application. Exam
    results are valid for one year. Call PSI at

Inactive License

In order to reactivate, you must successfully complete a BCE approved refresher course and provide a course complete certificate or certification of skills.

Period of Issuance:

Expiration Dates of Licenses:

All individual (personal) licenses will expire on the last day of your birth month in the third year. 

All establishment (salon and school) licenses will expire on the last day of the month of the initial licensure date, in the third year.


Length of Determination Process:

The BCE will process completed applications within 15 business days from receipt. The BCE also encourages online processing for renewals.
