The Minnesota Board of Cosmetologist Examiners (BCE) regulates the examination, practice and registration of all licensed apprentices, instructors, as well as inspection of all salons and schools.

Requirements:

Individuals

Initial Operator Requirements

1. Completed Application - Type entire application first and select "Print Form", sign, date, and attach supplemental documentation and mail to Board.

2. Fees: (Payable to the BCE, Credit Card not Accepted).

3. High School/GE Diploma or Transcript (Copy)

4. Certificate of Course Completion:
    -1,550 Hours for Cosmetology
    -600 Hours for Esthetician
    -350 Hours for Manicurist

5. Certification of Skills/Readiness from a BCE approved Minnesota Cosmetology School

6. Original passing results from the General (Theory) and Minnesota laws and rules written examinations that are not more than one year old.

7. Make a copy of the entire completed application and supporting documents for your records (Highly Recommended).


Salon Manager Requirements

1. Completed Application - Type entire application first and select "Print Form," sign, date, attach supplemental documentation and mail to the Board.

2. Fees: (Payable to the BCE, Credit Cards not accepted).

3. Current Minnesota Operators License Number (Your Manager's License will supersede your Operators license which will be closed).

4. Original passing results from the Minnesota Manager Test no more than one year old.

5. Experience Verification Form of at least 2,700 hours in a licensed salon in any state within the last 3 years.

6. Make a copy of the entire completed application for your records (Highly Recommended)


S chool Manager

1. Completed Application

2. Fees (Payable to the BCE, Credit Cards Not Accepted).

3. Original passing results from the Minnesota School Manager examination no more than one year old.

4. Current Cosmetologist Salon Manager License.

5. Experience Verification Form of at least 2,700 hours in a licensed salon in any state within the last three years.

6. Make a copy of the entire completed application and supporting documents for your records (Highly Recommended).



School Instructor
  
 
1. Completed Application

2. Fees (Payable to the BCE, Credit Cards Not Accepted).

3. Course Completion Certificate from Minnesota Board Approved 38-hour instructor training course.

4. Copy of Current Minnesota Operator or Manager License -You must keep your Operator or Manager License current. Your hours worked at the school clinic floor will count towards renewal hours needed to renew an Operator or manager license.

5. Original passing results from the Minnesota practical examination not more than one year old.

6. Original passing results from the Minnesota instructor (Theory) laws and rules written examination not more than one year old.

7. Original passing results from the General Instructor (Theory) written examination not more than one year old. 

8. Experience Verification Form of at least 1,400 hours in a licensed salon in any state within the last three years.

9. Make a copy of the entire completed application and supporting documents for your records (Highly Recommended).


Inactive License

In order to reactivate, you must successfully complete a BCE approved refresher course and provide a course complete certificate or certification of skills.

Late Fees: Since July 1, 2009, the following renewal late fees have been effective:

Licensing surcharge to be assessed

The Minnesota Legislature passed legislation requiring a 10% surcharge of no less than $5 and no more than $150 on each business, commercial, professional or occupational license. The funding from this surcharge will go to MN.IT Services (formerly Office of Enterprise Technology (OET)), which is establishing an electronic licensing system for the state. The surcharge will be in place through June 30, 2015. See Minn. Stat. §  16E.22 .  

Period of Issuance:

Expiration Dates of Licenses:

All individual (personal) licenses will expire on the last day of your birth month in the third year. 

All establishment (salon and school) licenses will expire on the last day of the month of the initial licensure date, in the third year.


Length of Determination Process:

The BCE will process completed applications within 15 business days from receipt. The BCE also encourages online processing for renewals.
