Fiscal support entities provider information

The currently approved and enrolled fiscal support entities are listed below and most are available statewide. Counties work with fiscal support entities to assure access to consumer directed services for consumers. Select the specific provider name below for contact information and fee schedules. Fiscal support entity services include:

Fiscal conduit model

1. FSE pays the consumer after services are provided and verified.
2. Consumer pays the support workers, providers and vendors directly for goods and services received, including managing payroll.
3. Consumer is the common law and managing employer.

Payroll model

1. FSE pays the service provider at the direction of the consumer.
2. FSE acts as the fiscal employer agent:
  • Withholds, files and pays federal and state employment taxes
  • Provides payroll and invoice payment services
3. Consumer is the common law and managing employer.

Agency with choice model

1. FSE pays an agency that providers employee management services designated by the consumer.
2. Consumer and agency are dual employers:
  • Consumer is the managing employer
  • Agency is the common law employer
