Long-term services and supports rates changes

The Minnesota Legislature authorized three rate increases for services provided on or after July 1, 2015. Depending on the service, the increases apply to:

  • Allocations
  • Grants
  • Individual budgets
  • Reimbursement rates.

1% quality add-on rate increase and quality improvement requirement
This applies to, depending upon the service, allocations, reimbursement rates, case mix caps, individual limits and rate limits. Most providers who receive this increase must submit a quality improvement plan to DHS.

Additional 1.53% rate increase
This applies to consumer directed community supports (CDCS), the Consumer Support Grant (CSG) and personal care assistance services (PCA).

Additional 10% rate increase
This applies to speech, occupational, and physical therapies provided as home health services.


Quality improvement requirement

The goal of this requirement is to encourage provider efforts to implement quality improvement projects. Providers affected by this requirement must submit a quality improvement plan to DHS by December 31, 2015.
