Project Summary
Northern States Power Company (Xcel Energy) proposes to replace two existing 115 kilovolt (kV) tranmsission lines with a new double circuit 115 kV line, approximately 4.2 miles in length, in Dakota County. The project will remove the two existing 115 kV lines from Black Dog Lake and will reroute the lines to facilitate a limestone quarry reclamation project.
The new double circuit 115 kV line will utilize single pole steel structures, ranging in height from 50 to 100 feet. The right-of-way (easement) required for the line will be 100 feet (50 ft. on each side of the transmission line). The span between poles will be 500 to 800 feet.
Xcel Energy's Black Dog to Savage project requires a route permit from the Minnesota Public Utilities Commission (Commission). Department of Commerce, Energy Facility Permitting staff conducted the environmental review for the project. An environmental assessment of the project was issued on August 15, 2012. Administrative law judge Barbara Neilson held a public hearing on the project on September 11, 2012. On May 3, 2013, the Commission issued a route permit for the project.
Construction on the project is expected to begin in late 2013, with an anticipated in-service date of mid-2014.
