Project Summary

On September 19, 2011, Northern States Power Company (Xcel Energy) applied to the Minnesota Public Utilities Commission (Commission) for a route permit for the North Rochester to Chester 161 kV transmission line project.  Xcel Energy proposed to construct approximately 30 miles of 161 kV line between a proposed North Rochester substation and the existing Chester substation.

The project consists of two segments: (1) an east-west segment, in which Xcel Energy proposes to place the 161kV line on the same poles as the Hampton-Rochester-La Crosse 345kV line for a distance of 13 to 19 miles; and (2) a north-south segment that leaves the 345kV transmission right-of-way east of the Zumbro River and travels south for 11 to 16 miles to the Chester substation.    

Following an environmental review and hearing process, on September 12, 2012, the Commisssion issued a route permit to Xcel Energy for the project.
