Project Summary

On June 30, 2011, Xcel Energy and Great River Energy submitted an application to the Minnesota Public Utilities Commission (Commission) for a route permit to construct the proposed Hollydale 115 kV transmission line. The project entails removing approximately eight miles of an existing GRE-owned 69 kilovolt (kV) overhead transmission line and constructing a new 115 kV overhead transmission in its place, constructing an additional eight-tenths of a mile of new 115 kV overhead transmission line, constructing a new substation, and modifying associated transmission facilities in the cities of Medina and Plymouth in Hennepin County.

On August 25, 2011, the Commission accepted the application and authorized review under the alternative permitting process, pursuant to Minnesota Statutes Chapter 216E (Power Plant Siting Act) and Minnesota Rules 7850.2800 to 7850.3900.

As authorized by the Commission, an advisory task force (ATF) was established. The ATF was charged with, (1) identifying specific impacts and issues of local concern, and (2) identifying potential alternative transmission line routes or route segments and alignments that may maximize positive impacts and/or minimize or avoid negative impacts of the project. The ATF met two times in October and November 2011. The recommendations of the ATF can be found in its final report.

A public information and scoping meeting was held by the Department of Commerce on October 26, 2011, at the Best Western Kelly Inn in Plymouth, Minnesota. Comments on the scope of the environmental assessment were accepted until November 9, 2011. The scoping decision document was completed and made available on December 7, 2011.

On February 27, 2012, the applicants filed a petition requesting that the Commission convert the pending route permit proceeding for the proposed Hollydale 115 kV transmission line project from the alternative permitting process to the full permitting process.

On May 4, 2012, the Commission issued an Order granting a request by the applicants to convert the pending Hollydale 115 kV transmission line route permit proceeding from the alternative permitting process to the full permitting process, pursuant to The Power Plant Siting Act and Minnesota Rules 7850.1700 to 7850.2700. As a result, the environmental review document for the project will now be an environmental impact statement (EIS).

The full permitting process is a one year process that generally commences on the date that the Commission accepts the route permit application as complete. With the Hollydale project, however, the Commission ordered the full process on May 4, 2012.

Additional public information meetings were held on June 7 and 8, 2012, at Wayzata High School in Plymouth, Minnesota. The meetings were presided over by administrative law judge, Eric L. Lipman with the Minnesota Office of Administrative Hearings. The meetings were an opportunity for members of the public to learn about the proposed project and provide comment on the scope of the EIS that will be prepared by Department of Commerce. Approximately 270 persons attended the public hearing on June 7, 2012, and 90 persons attended the afternoon hearing on June 8, 2012.

Department of Commerce Energy Facility Permitting staff anticipates that the Draft EIS will be released in fall 2012.
