Project Summary
On July 17, 2008, Great River Energy and Minnesota Power filed a route permit application with the Minnesota Public Utilities Commission (Commission) for the Southdale to Scearcyville 115 kV Transmission Line project under the alternative permitting process. The application was accepted as complete by the Commission on August 15, 2008.
Department of Commerce, Energy Facility Permitting (EFP) staff held a public information and environmental assessment scoping meeting on September 23, 2008, in Brainerd, Minnnesota. On October 7, 2008, EFP staff held a public focus group meeting in Baxter, Minnesota, to further solicit public input on the proposed route and route alternatives. The scoping decision for the environmental assessment was issued on October 22, 2008, and the environmental assessment was made available on January 6, 2009. A public hearing was conducted on January 22, 2009, with the hearing comment period ending February 6, 2009.
On April 9, 2009, the Commission issued a route permit to Great River Energy and Minnesota Power to construct approximately 9.3 miles of new 115 kV transmission line in Cass and Crow Wing counties, Minnesota. On Februray 2, 2012, the Commission issued a permit amendment for the project.
Construction was completed on July 2, 2012. The project was energized on July 12, 2012.
