Office of MN.IT Services @ Nursing BoardSystem Modifications for Criminal Background Check Processing
The mission of the Minnesota Board of Nursing is to protect the public's health and safety through regulation of nursing education, licensure and practice. A new Minnesota Statute created a new requirement for the Board to conduct Criminal Background Checks (CBC’s) as part of its licensure process. The board currently operates a .Net web based application that provides applicants for licensure the capability to apply online. This system gathers required data from the applicant and, in conjunction with the State's payment processor, US Bank, collects fees associated with the application. The Board's online services will need to be modified to process the additional fee required for the CBC and deposit it in a separate account created for this purpose. The system also provides applicants with the capability to check the status of their application online. The Board's online services need to be modified to display additional status information to the applicant related to the CBC. The Board's internal (back office) system allows the Board's staff to input data and process fees for applications received on paper application forms. The back office system also provides checklist functionality to the staff that allows them to see the status of checklist items and update the items based on the user's permissions. The Board needs to modify this system to handle the new CBC related checklist items, process related fees, and other changes to support this process. The Board is seeking qualified developer or developers who have the programming skills and experience to modify the Board's front office and back office systems to meet the statutory requirements. The estimated hours to complete the project are approximately 400 to 450.

Office of MN.IT Services @ HealthMinnesota Cancer Reporting System (MCRS)
The 2013 Legislature appropriated funds to develop a second-generation statewide cancer data collection system that will meet changing state and federal requirements and provide cancer information at a more detailed geographic level. The first-generation system, the Minnesota Cancer Surveillance System (MCSS), began operation more than 25 years ago. Since then, technology, state and federal administrative requirements, federal reporting guidelines, cultural opinions on science and government, public demand for detailed cancer data, and the role of cancer reporting in public policy have changed considerably. The twenty-five-year-old data base design and its updates, the automated data flow structure, and the custom-created software programs have been stretched to their breaking points. The need to replace the MCSS is further amplified by the increasing societal pressure to provide cancer information on smaller geographic units to address the public's concern about cancer and environmental/industrial pollution. Work will be performed at the location the State deems appropriate.

Human Services Department MN.IT @ DHS Staffing Plan
MN.IT @ DHS is an organization of about 560 employees. It is in the process of a structural reorganization, going from eight divisions to five, and needs a neutral third party to gather business requirements in order to develop a recommendation regarding organizational structure. This recommendation is mainly to align the existing staff, supervisors, and managers, as well as known vacancies with the business needs of MN.IT @ DHS. After the structure is agreed to by MN.IT @ DHS leadership, a portfolio of position descriptions, consistent with MN.IT policy and practice, will need to be drafted to support the new structure along with an organizational chart.

MN State Retirement System (MSRS) Needs Assessment and Evaluation of Hosting Options for Aurora

Over the last year the State of Minnesota enterprise IT organization, MN.IT Services, began a new program focused on innovation as it is integral to the IT Strategy and woven into the MN.IT Cloud Programs. As part of the approach to enterprise IT Consolidation, MN.IT leadership recognized the importance of innovation through creative thinking to transform the way we deliver services to the citizens of Minnesota. The State CIO created the MN.IT Innovation Program to build events to harness this energy and creativity. In June 2013 the Innovation Program launched a first of its kind ideation campaign that solicited ideas from MN.IT Services’ 2,100 employees. Over its two-week run 217 ideas were submitted by agency IT staff. All ideas went through an objective review process to produce 16 project proposals, each with a uniquely defined opportunity to pursue. All opportunities proposed are focused on better service to the citizens and businesses of Minnesota. Many ideas from the challenge and a number of the resulting project proposals are focused in an area MN.IT Services does not have preexisting expertise or experience –mobile technology. The Innovation Program is in need of consultant/web & mobile experts/developers to assist in the design, development and implementation of new innovative mobile application and services.

MN State Retirement System (MSRS) Web Redesign (REPOST)
Minnesota State Retirement System (MSRS) is seeking a Vendor to finish development on a Liferay-based website, launch the website, and develop local capacity by training business and technical users at MSRS. Overall, the project is about 80 percent complete. The site design, and approximately 90 percent of the site content is complete for the new site. This Statement of Work (SOW) seeks a Vendor to make necessary design customizations to website elements that are not provided as an out-of-box feature in the Liferay CMS product. It also seeks assistance in launching the modified site in a new environment.

    Human Services Department DHS Microsoft Dynamics CRM
    DHS operates several contact centers, currently utilizing BMC Service Desk Express (SDE) software for customer / contact management. Service Desk Express will soon be no longer supported by BMC, therefore DHS has established a plan to migrate these call centers to new software. MNsure has selected Microsoft Dynamics CRM for the contact management software used by their call center, and DHS has chosen to use this software as the replacement platform for the DHS Contact Centers. This software is the CRM standard recommended by MN.IT Central. This software has been installed on infrastructure hosted at DHS, and has been configured and implemented for use by the MNsure Contact Center. This software implementation must be expanded to include the DHS Minnesota Care, MMIS, MN.IT/MMIS Tier II, and Member help desks in order for these contact centers to provide interactive support for the MNsure call center. The DHS contact centers will be functioning as a virtual contact center providing support for the MNsure contact center. These contact centers will be using the same hosted Microsoft Dynamics CRM software as the MNsure contact center. They will require modifications to fit their business process, but the plan will be to share the same Organization as MNsure. The contact centers will also require seamless transfer of calls between the MNsure and DHS virtual contact centers, and screen pops of the CRM software. The contractor will assist in providing the solution architecture and design as well as mentoring DHS technical support staff in best practices and ongoing support of the Microsoft Dynamics CRM software for the DHS Contact Center Project. The contractor must understand the existing implementation of CRM for MNsure and provide architectural direction to best connect with the DHS contact centers. DHS technical staff will be completing the actual configuration and implementation of the CRM software changes. The vendor will be expected to be an expert in architecture and configuration of the tool, and will provide guidance, assistance, and best practice advice throughout the process. The vendor will also provide support training, and post-implementation support on a time and materials basis.

    Office of MN.IT Services @ MN Management & Budget (MMB)BPAS Salary Roster and Salary Projections
    Minnesota Management & Budget (MMB) implemented Oracle Hyperion Public Sector Planning and Budgeting in August 2011 as a replacement for the statewide budgeting system. The first phase of the new Budget Planning and Analysis System (BPAS) supported the development of the FY 2014-15 biennial operating budget. The second phase of the project, which is currently underway, will support the development of the governor's supplemental budget recommendations and compiling legislatively enacted operating budget information into the system.

    During the 2013 Legislative session, additional funding was appropriated to MMB to improve system reporting and implement the third phase of BPAS, which will include the development of compensation budgeting and forecasting tools to be used by MMB and agencies responsible for the submission of operating budget information as required in M.S. 16A.10 and 16A.11.

    The work of this contract will be to implement the Public Sector Planning and Budgeting module in Oracle Hyperion, including integration with the state's PeopleSoft system (SWIFT) for both human resources data and position funding data. This functionality will provide multi-year projections and modeling capabilities for employee salary, benefit and other compensation factors. These projections will be used for the purpose of compensation budget development and ongoing budget monitoring. The scope of this work may also include the development of a compensation costing model to support the labor negotiation process.

    MMB is looking for a vendor with significant experience in implementing the workforce budgeting model of Oracle Hyperion Public Sector Planning and Budgeting, as well as integration with PeopleSoft, in an organization with a workforce of similar size and scope to the State of Minnesota. The approximate size and scope of the State of Minnesota's workforce is over 50,000 employees, represented by 25 bargaining units, in 100 agencies with 2200 job classifications.

    The mission of the Minnesota Board of Nursing is to protect the public's health and safety through regulation of nursing education, licensure and practice. A change to Minnesota Statute 214 (214.072) created several new requirements for reporting information on licensees to the public via its web site. The board currently provides a license verification system that allows employers or the public to retrieve information regarding Minnesota licensed nurses. The board needs to make modifications and enhancements to its front office (online) services as well as its back office (internal) systems to gather and the data required to comply with the Sunset Review Law and also display that data when required. The Board is seeking qualified developer consultants who have the desired skill set with the experience to modify the Board’s front office and back office systems to meet the statutory requirements. The estimated consulting hours to complete the project are between 200 and 250.

    Office of MN.IT Services @ Labor & Industry DepartmentElectronic Plan Review Business and Technical Analysis
    MN.IT Services@DLI (MNIT) and the Department of Labor and Industry is in the process of exploring the purchase of electronic plan review software (ProjectDox) for its Construction Codes and Licensing Division (CCLD). The process for plan review is now manual, requiring the submission of plans in hard copy format which results in additional costs to procure and store the documents. The implementation of plan review software is part of the strategic plan of DLI and MNIT to automate manual processes to gain efficiencies and time savings. Prior to the purchase and implementation of the plan review software, CCLD is requiring that a “gap” analysis be completed to identify potential changes to business processes that will be required to begin receipt and review of plan reviews electronically, and to provide a documented design, a training plan, integration specifications and a detailed implementation schedule and plan. CCLD currently utilizes TRAKiT and eTRAKiT for the receipt and tracking of plan review applications and the new software must be integrated with these products. An analysis of hosting options for the software is also required. Key stakeholders from CCLD and MNIT will participate in interviews, meetings and the review of deliverables. Completion of this work effort will provide the deliverables to enable CCLD and MNIT to move forward with the implementation of Plan Review software.

    Office of MN.IT Services @ Revenue DepartmentF5 GenTax Application
    The Department of Revenue desires that performance, availability, reliability and security be enhanced for the GenTax application, (the main consolidated or integrated tax processing application), specifically any taxpayer facing access or function for connecting to the tax application. Enhancements need to be in place before January, 2014 which is the next income tax filing season. To achieve this end, MN.IT Services @ Revenue procured F5 networking and security devices for installation at the Stassen Building and the out-of-state disaster recovery site. Eighty hours of contracting services were part of the initial purchase of the F5 device and used to demonstrate and confirm the use of the F5 device and to set an example for MN.IT @ Revenue Network Engineers to continue the migration of applications over to the networking and security device. These services have been successfully completed by the F5 vendor. Due to the condensed timeframe for the successful implementation, MN.IT @ Revenue requires on-site and on-call 3rd party engineering services from the F5 vendor to assist in resolving technical installation and configuration issues as they arise, especially during the tax filing season if any should arise.

    Office of State Auditor Small City and Town Accounting System (CTAS) Rewrite
    The Small City and Town Accounting System (CTAS) is an accounting software program for small local units of government such as small cities and towns. It was developed by the Office of the State Auditor (OSA) to help local units of government automate and improve their accounting functions. CTAS was designed to emulate the manual accounting system as defined in the "Accounting Manual for Small Cities and Towns in Minnesota." It was originally developed in 1989 as a DOS based program with upgrades in 1991, 1992, and 1994. In 1999, it was reprogrammed as a Windows based program in Visual Basic 6 with maintenance upgraded in 2005 and 2009. CTAS currently runs on Microsoft Windows 95 or newer operating systems. The current version of CTAS (CTAS v7) does run on the Microsoft Windows 7 and 8 operating systems but with increasing difficulty. This project is to rewrite CTAS with a new code base using C# .NET. The new version of CTAS (CTAS v8) will be expected to run on the Microsoft Windows 7, 8, 8.1, and newer operating systems. CTAS v8 will have all of the same functionality of CTAS v7 with changes based on what is described in the Project Deliverables section of this SOW.

    Office of MN.IT Services @ CentralCounty Checkpoint Implementation
    The county CheckPoint implementation is a project funded by Homeland Security grant funds that has a tight deadline. Developing in house capabilities to complete this project is too costly and a risky venture with the short deadline. Converting Cisco ASA firewall rules to CheckPoint rules is not a skill that is needed long term by the State. We are looking to fill a project team gap with a specialist in Cisco ASA firewall administration. The county resource currently managing the Cisco firewall does not have available time to fulfill the project role within the aggressive timeline we have for this project. It is a matter of the State not having enough expertise and time.

    Human Services Department Microsoft Team Foundation Server (TFS) Upgrade and Configuration
    MN.IT Services @ DHS currently utilizes Microsoft Team Foundation Server (TFS) 2010 as one of its repositories for application source code, as a tool for Agile project management, and as a tool for performing automated builds. In conjunction with TFS, MN.IT Services @ DHS also used Visual Studio. MN.IT Services @ DHS also uses other source control systems, such as StarTeam, SourceSafe, and CVS and other automated build tools, such as FinalBuilder; and other Agile project management software, such as OnTime. In order to move toward a uniform .NET-oriented development infrastructure, and to take full advantage of all of the features available in the latest version of TFS, MN.IT Services @ DHS needs to migrate from TFS 2010 to TFS 2012.

    Ramsey County VM/ESX Software Migration project
    Ramsey County, through its Information Services Department (the "County") is sponsoring the above referenced VM/ESX Software Migration project. The County needs the services of a consultant to help the County migrate VM/ESX Software from Version 4.1 to Version 5.1. The project will also include upgrading the ESX host from Version 5.0 to Version 5.1 and upgrading the VMCenter Database from Version 4.1 to Version 5.1. The County's current environment is a cluster of several ESX Host 4.1Version servers. The County needs a consultant to help upgrade, migrate and configure to one (1) ESX Host. Currently, County staff that need access to VM servers have to install a VM Client on their machine. The objective is to move the IS department to the latest ESX operating system host and utilize the maximum memory on the servers since users of VM Vendor can now use the Web to access VM servers.

    Human Services Department DHS Enterprise Systems Modernization, Integrating Health Care Phase 1
    The State of MN requires expertise in the domains of Eligibility and Health Care Reform, combined with extensive Curam experience to allow a vendor to provide big-picture direction, as well as detailed technical and business analysis expertise. Both Curam overall direction and technical expertise are urgently needed for the Medicaid Automation project. In addition, we require a review of the approach and assistance with evaluation and potential integration of the EngagePoint suite currently in use for the creation of notices for MNsure, the Minnesota Exchange. The State requires guidance on the best approach to take for notices, using available tools, including: Curam, FileNet, EngagePoint tool suite, and Word.

    Office of MN.IT Services @ Agriculture DepartmentAgBMP Database Project
    The Agricultural Best Management Practices Loan Program (AgBMP) provides low interest loans to farmers, agriculture supply businesses, rural landowners, and water quality cooperatives through Local Government Units (LGUs) and lenders to prevent water pollution, improve water quality, and address other local environmental concerns with financial assistance to implement their agricultural and rural development plans. MN.IT Services @ Agriculture requests proposals from qualified vendors to Design or provide the client Minnesota Department of Agriculture (MDA) with an Off-the-Shelf web-based loan accounting program, build, and install a web-based loan accounting program: Web-based Agricultural Best Management Practices Loan Program Database (AgBMP-db). In case of Off-the-Shelf web-based application, the Vendor shall provide resources for customizations as required by MDA. The final solution will provide accounting, reporting, and other recordkeeping for the AgBMP Loan Program.

    Office of State Auditor 2013-2014 Network Upgrade and Maintenance
    The Office of the State Auditor (OSA) has a centralized network with connections to six field offices and three work sites. The network at 525 Park Street, Suite 500, St. Paul, Minnesota, 55103 (main office), consist primarily of virtualized servers using Vmware. The servers at the main office are a mixture of Novell NetWare 6.5, Novell Open Enterprise Server 10 and 11 (OES 10 and OES 11), and Windows 2008. OES 11 is running on the servers in the six field offices. The OSA needs assistance implementing new network equipment and services that will be available at the main office, six field offices and three work sites. The equipment and services that need to be implemented include installing a HP 3PAR StoreServ 7200 (HP 3PAR) as a Storage Area Network (SAN), repurposing a HP EVA 4400 (HP EVA) SAN, modifying existing backup scripts, retiring a HP StorageWorks 1500 Modular Smart Array (HP MSA 1500) SAN, installing new Cisco switches, installing new Cisco firewalls, installing backup equipment, patching current GroupWise system, upgrading GroupWise system, implementing ZCM Patch Management, upgrading a Vmware Server 3.5, installing a Novell Filr appliance, retiring Netware servers, supporting OSA staff in packaging notebook and desktop applications for automated installation, and imaging computers.

    Ramsey County Service Center Implementation Evaluation and Recommendations
    The Ramsey County Department of Information Services (IS) develops and maintains the organization’s technology infrastructure and establishes enterprise (County-wide) standards and policies to promote a strong, efficient and secure IT environment. IS provides direct technical support to a majority of Ramsey County Departments and delivers enterprise services that include data compliance, records management and technology procurement oversight. As part of an ongoing IT Service Management effort, IS is consolidating its IS and Telecom Help Desks into a common Service Center. The Service Center will be the first point of contact for all incidents and tasks originating from IS supported departments. Dedicated technical staff with the ability to support a high percentage of first contact resolution will staff the Service Center. The existing process is shared by three IS divisions’ technical staff (Level 2-3; approximately 15) on a rotating basis. Consistent procedures for managing, reporting, follow-up and closeout of customer incident/task requests will be developed as part of the Service Desk consolidation. We are seeking a high level evaluation and recommendations, aligned with industry standards and practice for advancing IT maturity level, to achieve 2013 deployment. This includes review of work completed, identification of and recommendations for addressing gaps, and a road map for 2013 deployment.

    Ramsey County McAfee ePO Health Check
    Ramsey County has deployed McAfee ePolicy Orchestrator (ePO) 4.6 patch 3, VSE/ASE 8.8, and Site Advisor. Ramsey County has also deployed Endpoint Encryption using the end-of-life Safeboot Manager. Ramsey County is seeking a Health Check to review the architecture, design, and performance of the deployment along with staging Endpoint Encryption within ePO. The goal of this project is to evaluate the Ramsey County McAfee ePO status and the endpoint products deployed and managed to document existing problems and make recommendations to resolve their issues (Health Check). In addition to a Health Check, Ramsey County would also desire the staging of the Endpoint Encryption solution (not deployment and operational validation of endpoints). The current ePO deployment manages approximately 4,000 endpoints.

    MN.IT @ Education has the need to supplement its development staff with one developer for a project of approximately twelve month duration to support analysis of Minnesota student data contained in a data warehouse utilizing the business intelligence tool WebFOCUS. The warehouse is sometimes described as the P-20 warehouse or Student Longitudinal Education Data System (SLEDS) warehouse. Such descriptions were chosen because the data will span the years of a student's life from pre-school through post-secondary school. (The warehouse will facilitate longitudinal analysis.) The data is drawn from multiple sources - MN Department of Education (MDE), MN Department of Economic Development (DEED), and the MN Office of Higher Educations (OHE).

    The mission of the Minnesota Board of Chiropractic Examiners (MBCE) is to ensure that Minnesota citizens receive appropriate chiropractic services from competent doctors of chiropractic (DC's). The board protects the public through licensure of qualified individuals, and by providing timely and impartial resolution of complaints against licensees. This project is an eLicensing system, which is a system maintained and administered by Minnesota's Office of MN.IT Services, conversion project. It is in compliance with the Department of Administration's Health Licensing Board Information System implementation Report to Legislatives, per 2012 Sunset Review Law, Chapter 278, Article 2, Section 30. It is also needed to support the Board's mission by revamping the Board's database to implement and support statutory requirements (MN Statutes 148.01 - 148.108, 214.072) and by re-engineering the Board's website to provide enriched online services to chiropractic licensees, patients of DC's, members of the public, Board members and staff, other governmental agencies, and chiropractic professional associations.

    Public Safety Department Criminal History System Replacement Project and Crime Reporting System Replacement Project REPOST
    The Minnesota Justice Information Services (MNJIS) unit of the Minnesota Department of Public Safety's Bureau of Criminal Apprehension (BCA) is initiating two technology projects. One will replace the aging Computerized Criminal History (CCH) system; the other will replace the Criminal Justice Reporting System (CJRS).

    Because of the estimated costs of each of these projects, Minnesota Statutes, §16E.04 requires that a risk assessment and risk mitigation plan be completed by an independent entity. MNJIS is seeking a contractor to conduct a formal assessment to identify risks associated with these projects and propose mitigation plans. Both of these projects are considered mission critical for the BCA to fulfill part of its statutorily mandated functions.     MN State Retirement System (MSRS) Java Developer Training Sessions
    The Minnesota State Retirement System (MSRS) has begun a multi-year Batch Systems Renovation project which consists of renovating MSRS' existing COBOL mainframe-based batch processes to JAVA. The project will streamline identified critical processes to improve overall process efficiency and productivity. As a result of this project, MSRS has a need for training six of our current Java developers and four supporting developers, providing them with the necessary skills to contribute, enhance, and maintain the new system upon completion of the project by an external vendor. The training sessions require on-site training at MSRS for software tools including: Spring 3MVC, jQuery, JPA and Unit Testing with jUnit. The deliverables per class must include providing learning objectives, prerequisites, class duration, course outline and proposed lab experience. We anticipate this to require two, one week sessions, preferably a few weeks apart. This training is targeted to start in early September and has an end date of no later than November 25, 2013. Black-out dates of October 24 through November 15, require that training occur prior to October 18, 2013 or the week of November 18, 2013.

    Office of Secretary of State OSS SVRS/ERS Staff Augmentation FY14
    The Minnesota Office of Secretary of State (OSS), Elections Division is seeking Professional/Technical Services to augment existing development staff on several active projects involving voter registration and election reporting: OSS created and deployed a new Statewide Voter Registration System (SVRS) in June of 2004, and since that time has continued to maintain and enhance the system. SVRS includes voter registration, absentee balloting, precinct and district maintenance, and other voter-related functionality. Additional features and enhancements are planned for the 2013-14 elections which will need to be substantially complete by November of 2014. SVRS is written in C#/.NET using a Microsoft SQL Server database, and deployed on a web farm. OSS developed an Election Reporting System (ERS) beginning in 2000, using Active Server Pages (ASP) and SQL Server. ERS is written in C#/.NET using an Microsoft SQL Server database. This system is also deployed on the web farm and is responsible for ballot data creation, election night reporting, media file generation, and county reporting. Associated products are the online Polling Place Finder, which allows a voter to view polling locations and current election and ballot data, and the Voter Information Portal (VIP), which provides voters with the ability to look up the status of and update their voter registration or absentee ballot information, and view candidates on their ballot. We currently employ staff to manage, design and develop these applications, but augment our development teams with consultants in order to meet short-term schedules and to provide other skills. The focus of the projects will be to complete and deploy versions of SVRS, ERS and VIP as needed, in time for the 2013 and 2014 Election cycles. Stakeholders include OSS Management and OSS Elections Division. The continuing development of the Statewide Voter Registration System is a central component of the agency strategic plan, given the importance of elections in the state and recent state and federal laws. The Election Reporting System is a visible and critical part of the election process, which provides election data to the media and public.

    MN.IT Services is in need of a Project Manager to help bring the e-Licensing Program to completion. This program is part of the Strategic and Tactical Plan and thus has a clearly defined duration. MN E-Licensing System (MNELS) is highly configurable, entity-centric, efficient and capable of delivering web-based, online access. The centerpieces of MNELS are IronData's Versa Regulation and Versa OnLine licensing systems. MNELS is operated and supported by the State's MN.IT Services agency. MNELS enables business owners and professionals the ability to obtain, manage and renew their licenses and permits online. MNELS also enables Licensing Agencies to track, manage and enforce process requirements. Completing the implementation for the enterprise will help break the practice of supporting multiple, redundant agency specific systems, thus providing a cost savings. Agencies will benefit from the state-of-the-art enterprise security, user friendly web portal and US Bank payment methods built into the system's infrastructure.     MN Management & Budget Oracle PeopleSoft Upgrade Assistance (functional/business)
    Enterprise Learning Management (ELM) is an Oracle/PeopleSoft product that interfaces with Oracle/PeopleSoft HRMS. It is the state of Minnesota’s chosen learning management system (LMS). It is the system where agencies offer and track employee training and professional certification status. The initial launch of ELM (v.9.1) was in 2011 in conjunction with Oracle/PeopleSoft Financial Management System (FMS), branded as the SWIFT project. At that time ELM was used for delivering and tracking agency training in all areas of SWIFT. The only modifications made to the out-of-the-box ELM system were to correct any interface issues with our significantly modified Oracle/PeopleSoft HCM (v9.0) system. Little training was done on the system at that time. Recently the state has determined that ELM must be further developed to meet all executive branch agencies’ training documentation needs. To that end a project has begun to gather requirements from agencies and make the changes necessary to meet those needs. In addition to ELM, another module, called Recruiting Solutions, will also be analyzed and implemented. Steps have been taken to hire permanent staff to support these modules going forward, but additional staff is needed through the development phase to augment in-house staff.

    MN Management & Budget BPAS Performance Enhancement
    Minnesota Management & Budget has a need to performance tune its recently developed Budget Planning and Analysis System (BPAS) that utilizes Oracle Hyperion Planning and Budgeting software. BPAS was used in the preparation of the Governor’s Biennial Budget and supports other key MMB processes including the State’s Economic Forecast. While using the system for the creation of the Governor’s Biennial Budget, MMB experienced some performance issues with large reports and processes causing considerable instability to the overall system. MMB is seeking to address these performance issues prior to embarking on a significant expansion of the system expecting to start this fall and last for 12 – 15 months. In this expansion effort, the system will be expected to perform even larger calculations requiring the servers and application configuration settings to be optimized prior to the project. MMB is looking for an experienced party to review, either remotely or on site, the current server, Hyperion application, and Essbase database configuration settings and provide recommendations on what could be done to improve the system’s utilization of server resources, provide quicker response in larger more complicated reports, reduced time in running business rules, and provide overall system stability from system workload induced failures.

    Pollution Control Agency Automated Federal Data Flow (CR6606)
    The Minnesota Pollution Control Agency (MPCA) is required to provide environmental and regulatory data to the U. S. Environmental Protection Agency (EPA) databases as a condition of funding and program implementation authority. The MPCA currently provides the required data to the EPA in a number of ways, ranging from manual data entry to fully automated data flows. The MPCA currently maintains an operational node as part of the National Environmental Information Exchange Network (NEIEN). The current node is compliant with the Exchange Network’s Node 2.x specifications. Due to impending and implemented changes in EPA data systems, some of MPCA’s automated data flows are currently not operational or outdated. This effort will focus on the flow of hazardous waste data to EPA’s RCRAInfo database as well as troubleshooting problems with existing production flows should they occur. Without specific action to sustain these production flows, the MPCA will not be efficient and could experience failure at meeting EPA data sharing requirements. The MPCA seeks a Contractor to follow the Extensible Markup Language (XML) schema specified by EPA’s Exchange Network standards and guidelines. The selected Contractor will work with the EPA, the MN.IT Services @ MPCA staff, and affected MPCA program staff to accomplish this effort.

    Health Department Design, Install, and Configure XenApp 6.5 and XenDesktop farms
    MN.IT @ MDH currently presents applications to MDH remote and local business users through a Citrix XenApp 5 environment which is out of date. The current version of XenApp is 6.5. Upgrading to the XenApp 6.5 version will make it easier for IT to control costs by simplifying infrastructure deployment, centralizing more applications, and delivering them securely to any user, anywhere without additional authentication security controls. This upgrade will provide additional processing power and enhances multitasking so MDH applications will have faster access. This installation of XenApp and XenDesktop will also include a Citrix NetScaler VPX installation that will accelerate internal and external web applications, optimizes application availability through advanced traffic management, increase security with an integrated application firewall. Access to applications from external users will be handled with Citrix StoreFront installation. In summary this upgrade will greatly improve both the end user experience and the management of the Citrix application delivery system.

    MN.IT Services @ Agriculture requests proposals from qualified vendors to Design or provide the client (MDA) with an Over-the-Shelf (if any) web-based loan accounting program, build, and install a web-based loan accounting program: Web-based AgBMP Database Program (AgBMP-db). In case of Over-the-Shelf web-based application, the Vendor shall have resources to provide potential customizations if necessary, based upon Client’s (MDA) requirements. This project will provide accounting, contracting, reporting, and recordkeeping support to the Minnesota Department of Agriculture’s (MDA) Agricultural Best Management Practices Loan Program (AgBMP Loan Program). The Agricultural Best Management Practices Loan Program provides low interest loans through Local Government Units (LGUs) and Lenders to farmers, agriculture supply businesses, rural landowners, and water quality cooperatives to prevent local water pollution problems. The proposed project will allow the three different sets of Users: Local Government Units (LGUs), Lenders, and MDA Internal Staff to access the AgBMP-db program on a web-based platform and perform tasks respective to their security roles and rights. AgBMP-db will also include a geographic locating system, to record the location of a project using an online mapping component.     Human Services Department Data Practices and Security Training
    The Department of Human Services (DHS) Minnesota Insurance Marketplace (MNsure) are seeking a vendor to recreate the current data practices and security on-line training. Various federal rules and regulatory agencies require both trainings for all DHS and MNsure employees, contractors, and volunteers and other individuals with access to DHS data, its facilities, and electronic resources. DHS currently provides two CBTs, “Protecting Information Privacy” (2003) and “Putting Security Into Action”(2004), to fulfill the Health Insurance Portability and Accountability Act (HIPAA) on an annual basis.     Human Services Department DHS Enterprise Systems Modernization, Integrating Health Care Phase
    The Minnesota Department of Human Services (DHS) administers and supervises a variety of economic support, health care, and social service programs intended to improve people's health and well-being and help people live as independently as possible. Programs include: • health care, including services for people with mental illness, chemical dependency, and physical or developmental disabilities • long term care and waivered services • economic support for struggling families • child support enforcement • child care assistance • child welfare services • food support • direct services through regional offices for persons who are deaf or hard of hearing • and many other services DHS' largest financial responsibility is to provide health care coverage for low-income Minnesotans. DHS is currently partnered with the Minnesota Departments of Management and Budget, Commerce, Health, and the Office of Enterprise Technology (d/b/a MN.IT) to implement the Minnesota Health Insurance Exchange (the Exchange) from which Minnesotans may purchase health insurance eligible for federal subsidies, and for individuals and employees purchasing private policies. The Exchange will also be responsible for some Medicaid eligibility determination. Minnesota has procured Curam software for the Exchange and for health care eligibility outside of the Exchange. DHS and MN.IT@DHS is seeking one or more consulting firms with Curam expertise to assist in the customization and configuration of Curam software to support the health care eligibility process for individuals eligible for Medicaid and other Minnesota health care. DHS needs to implement an eligibility determination system for health care programs not included in the Exchange that integrates seamlessly with the Exchange-supported programs.     Health Department Best Practices for Consumer Access to Immunization Information Systems
    Individual/consumer access to immunization registry data has recently been identified as a priority initiative of the federal Health and Human Services Office of the National Coordinator for Health Information Technology (ONC). The Centers for Disease Control and Prevention and state immunization programs have also recognized the need for consensus around best practices for allowing individual/consumer access to immunization information through state-run immunization information systems. Many state immunization information systems, including Minnesota's, are built on the Wisconsin Immunization Registry (WIR) software which is offered for free in the public domain. Fifteen other states and territories have adopted the WIR software for their use and are part of the WIR group (Arkansas, Georgia, Hawaii, Idaho, Iowa, Maine, Maryland, Minnesota, Nebraska, New Mexico, New York, North Carolina, Oregon, Virginia, Wisconsin, U.S. Virgin Islands and Puerto Rico). A consortium of these WIR states meets regularly to discuss enhancements, code changes and upgrades that will benefit all of the states. This has allowed for no-cost code exchange, knowledge sharing and collaborative efforts toward meeting federal goals. The consortium systems also have a common technical vendor (HP Enterprise Services) that offers varying tiers of support to states based on their need. In order to fulfill the deliverables of this initiative, the Minnesota Department of Health (MDH) Office of Health Information Technology and Minnesota's Immunization Information System staff will collaborate with the WIR consortium along with leadership from the ONC. MDH will participate in best practices development for this project along with other key stakeholders. The vendor selected for this work will work with WIR states and ONC's public health leadership to explore various options for consumer access, work with the WIR technical vendor on the technical approach, and create best practices for Immunization Information Systems (IIS) to facilitate consumer access.

    MN Management & Budget Performance Consultant for PeopleSoft Statewide Application Systems
    The State of Minnesota utilizes Oracle’s PeopleSoft Enterprise software for Statewide ERP Application Systems. This includes Financial Accounting and Procurement (FMS), Human Resources/Benefits/Payroll (HCM), Learning Management (ELM), Data Warehouse (EPM), and Portal. These systems are all in production. The State desires better performance of both on-line and batch processing. Several performance tuning improvements have been made over the past fifteen months but new challenges continue to arise. The State of Minnesota recently invested in an Oracle Exadata hardware and software solution to address performance of statewide application systems. However, not every application process will immediately take advantage of the power of the Exadata hardware. Some past performance issues will need to be re-evaluated to ensure they run optimally on the Exadata platform. Additionally, new challenges are expected to occur. There will be a need to continually evaluate process and identify improvements that can be made to address individual performance problems. The State has technical staff capable of reviewing performance and implementing improvements, but this staff has additional work assignments and is not able to focus their efforts strictly on performance improvements. The need is to supplement existing technical staff with external resources that can review performance and recommend solutions to meet business needs. The priority for performance analysis and tuning will be the Oracle PeopleSoft FMS and EPM systems and the performance of the new Exadata system, but additional systems may be reviewed for performance problems.

    Minnesota County Social Workers spend over 50% of their time in the field meeting with clients and attending court hearings. The Social Services Information System (SSIS) is a case management system used by these social workers to record client contacts, document assessments, prepare service plans and use decision tools to manage their work. The current distributed system architecture requires that workers be connected to the system to use it, usually by returning to their offices or being connected remotely via VPN. The Department of Human Services (DHS)/MN.IT Services @ DHS/SSIS division would like to pilot the use of mobile devices, such as iPads, iPhones or Android devices that would allow workers to document their contacts and other work offline and to synch the data with the SSIS database when a wireless connection is available.

    Office of MN.IT Services IAM Technical Assessment
    MN.IT is in the process of implementing an enterprise-wide Identity and Access Management (IAM) solution utilizing the Oracle Identity and Access Management suite of products (11G). To date we have stood up three 11G environments (Development, QA, and Production) and are working on two others (Reference and DR). Our server platform for these environments is Oracle Enterprise Linux (OEL). The initial application which we plan to integrate with IAM 11G is the State of Minnesota’s Health Insurance Exchange (HIX). In anticipation of such integration we are looking to engage a vendor to assist in the validation of our IAM 11G build and in the validation of the deployment of such build on our infrastructure. Being mindful of the requirement for our infrastructure to scale significantly, we are also looking for the vendor to provide specific expert assistance in how best to scale the workload capacity of our production IAM environment.     Natural Resources Department WIRES 11. 5 .9 Upgrade to Oracle EBS R12.1.3
    The DNR has been running its Web Integrated Revenue System (WIRES) application on Oracle’s E-Business Suite 11.5.9 (EBS) since 2004. WIRES is integral to the department’s cash management and accounts receivable functions and supports several major departmental sub-systems, such as Timber Sales, Land Records, Reservation System, Licensing and others. Upgrades to WIRES have been delayed due to several reasons, most notably the recent implementation of SWIFT. However, SWIFT is unable to meet DNR needs for revenue processing; primarily due to the type of data that must be maintained related to land acquisition. Moreover, while any single patch isn’t necessarily significant, the sheer volume of updates coupled with infrastructure changes, such as the DNR’s virtual server environment, and Oracle’s discontinuance of developing new patches for EBS 11.5.9, creates urgency to upgrade the system. In addition, new functionality available in R12 provides an opportunity to attain additional departmental goals related to billing practice and overall business process standardization. An upgrade at this time extends the life of the current system while enabling the DNR to re-evaluate options with SWIFT at a later date.

    1. This project is structured as three parts; parts A, B and C. Any eligible 902TS vendor may bid on any combination of the three parts. 2. The statutory mission of the MDH is to protect, maintain, and improve the health of all Minnesotans. This mission is realized through disease surveillance and other activities. A key component of these activities is the exchange of health records with health care providers. Traditionally these records have been reported through paper documents. 3. The Legislature of the State of Minnesota has mandated use of electronic health records by all Minnesota health care providers by January 2015. The Minnesota Department of Health is required to receive various health records. It is necessary for the Department to have an infrastructure capable of accepting these health records in electronic form. MDH acknowledges that a messaging infrastructure is necessary for the Agency. Building an Agency wide infrastructure is a very complex task involving many components. The scope of this project is to demonstrate the feasibility of using a federally recommended component called NwHIN Direct. The reference architecture envisioned includes: NwHIN Direct as the gateway component; RabbitMQ as the messaging component; Orion Rhapsody as the transformation and translation component and; PostgreSQL representing a service layer component. The vendor(s) will install the gateway component and connect it to the other key infrastructure components necessary to move information across the reference implementation. Once this concept has been proven, a larger scale implementation with associated new contracts is envisioned. This reference architecture is potentially a new State standard for health information exchange. 5. This is a proof of concept project. Future phases of the overall effort may expand upon this work to build an operational capability for the delivery of electronic health records across all appropriate State agencies. 6. The primary stakeholder for this project is MDH. 7. The solution must be built on MDH’s infrastructure. MDH will require the use of KVM virtualization, Linux, Java, PostgreSQL, RabbitMQ version 2.8 using AMQP specification 0-9-1, Orion Rhapsody version 4.1 which may be upgraded to version 5 during this project, Apache Tomcat, Apache Maven2, Subversion, Hudson and Sonatype Nexus.

    Natural Resources Department Timber Sales Platform Migration
    The Minnesota Department of Natural Resources (DNR), Division of Forestry is responsible for the sale of timer resources on State lands. In support of this activity the Division depends on information system to manage all aspects of the timber sale process. An external contractor developed the Timber Sales Module (TMS) in 2005 as a custom J2EE web application. While TMS has continued to undergo functional improvements, the system relies on the same platform as when it was put into production. In order to secure long-term viability of the system the DNR seeks to refresh the TSM platform: application server, Java language version and framework component versions.     Minnesota’s Unemployment Insurance (UI) Program is administered through the Department of Employment and Economic Development (DEED). In 2008, the U.S. Department of Labor Office of Inspector General (OIG) conducted two audits of the State Workforce Agencies’ UI IT contingency plans to determine if states were prepared to minimize the impact of a disaster or other situations that may disrupt normal UI program operations. The OIG used National Institute of Standards and Technology (NIST) standards in evaluating the plans. The summary of findings stated that Minnesota did not have in place sufficient Contingency Plans to ensure adequate disaster response capability as identified in the NIST Special Publication (SP) 800-34, Contingency Planning for Information Technology Systems. To complete the development of business continuity plans for the UI program, DEED wishes to contract with a vendor specializing in Business Continuity / Disaster Recovery Planning. A contracted vendor will develop contingency plans specifically for UI IT recovery and the services required in support of Unemployment Insurance operations. These contingency plans will be developed following the guidelines provided in NIST Special Publication 800-34 Rev. 1 Contingency Planning Guide for Federal Information Systems.

    Natural Resources Department Data Analysis for Watershed Resources
    The Minnesota Department of Natural Resources (DNR) has several separate information systems supporting its programs for managing Minnesota’s water bodies. At least one additional system of this sort is on the drawing board. The DNR has concluded that all of these programs will be better served by information systems if those systems were to evolve to become more integrated with one another—and with some systems maintained by the Minnesota Pollution Control Agency (MPCA)—at the data level. The intention for this project is to create a fully-documented conceptual data model describing Minnesota bodies of water, particularly rivers and streams, their relationships among one-another, their attributes, and periodic assessments of their condition. The resulting model will serve as a target toward which several current and planned information systems will migrate as they are improved and integrated with one another.     MN State Retirement System (MSRS) COBOL Programmer - Maintenance Support
    The Minnesota State Retirement System (MSRS) is a medium-sized agency that administers six defined benefit retirement plans and four defined contribution plans. Public employees contribute to these plans during their working years and obtain benefits upon retirement, disability or termination of employment. Approximately 258,000 active and inactive employees and their beneficiaries participate in these plans. COBOL has been the primary language used for annuitant payments and other critical business since the early 1980s. With time, our COBOL applications have become inefficient to change and maintain and are poorly documented, or not documented at all. In the last few years, we have lost the equivalent of 100 years of COBOL and business knowledge due to staff retirement. MSRS is in the process of preparing for a Batch System Renovation project targeted to start in the fall of 2012. Prior to the start of that project, and through the duration of the project, MSRS requires two highly qualified and experienced COBOL application developers for a 2 ½ year commitment, to design, develop, enhance, maintain, test and document COBOL applications as necessary until such applications have been converted to JAVA. This position will also meet with business users to identify requirements and testing criteria when necessary and assist in researching existing program requirements as necessary for the conversion project. Skill set required is: Mainframe/Mid-Range – Application (Design & Development). Individuals selected from this SOW process must provide services on site at MSRS’ central office, located at 60 Empire Drive, St. Paul Minnesota.     This project will develop a comprehensive intelligent inventory of all fiber optic strands and cable connected devices for MnDOT’s Regional Transportation Management Center (RTMC) operations. This inventory includes the data handling processes, methods, rules of connectivity, cooperative agreements on use, capacities, locations, and other detailed attributes of the RTMC fiber operations system. Location information will strive to be as close to as-built as possible, with schematic connectivity as a minimum for trace and routing functions. This project deliverables are to be extensible for use within the State of Minnesota (Office of Enterprise Technology) and other MnDOT districts.

    Human Services Department MN State Quality Assurance, Quality Improvement, and Licensing System
    The Minnesota Department of Human Services (DHS) is directed by MN Statute 256B.0961 to establish a State Quality Council (SQC) to assist DHS in fulfilling federally mandated obligations by monitoring disability services quality, quality assurance and improvement practices in Minnesota and to: • establish state quality improvement priorities • recommend an appropriate method of funding • approve measurable outcomes in the areas of health and safety • design a transition plan for licensed providers from Region 10 (southeast Minnesota) into an alternative licensing system • establish Regional Quality Councils (RQC) by July 1, 2012 • conduct an annual independent statewide survey of service recipients to determine the effectiveness and quality of disability services It is desired that the fulfillment of the requirements of the legislation result from a collaborative process reflecting the perspectives of Council members.     Office of MN.IT Services After-Hours Security Monitoring
    The Office of Enterprise Technology (OET) Enterprise Security Office is responsible for providing security monitoring to increase our situational awareness for the executive branch of Minnesota government. This statement of work is requesting assistance in delivering a set of security assessment managed services to provide remote, continuous, non-business hours, 365 days per year analysis and monitoring of the consolidated system logs of specific OET IT systems. Associated notification to designated OET personnel upon contractor detection of computer security intrusion/incident events will be provided. The contractor will provide the remote management of the components required to adequately analyze the logs of OET’s designated systems and correlate events coming from the several disparate systems to detect security intrusions or attacks.     Public Safety Department ISSv6 Staff Augmentation
    The Minnesota Department of Public Safety, Bureau of Criminal Apprehension (BCA), Minnesota Justice Information Systems (MNJIS) is in need of individuals to augment existing MNJIS staff and provide services for a project currently underway at the BCA in the following resource skill sets: • Analyst - Business (2 individuals) • Web Application Specialist Java/JSP/Servlets (1 individual) Through this Statement of Work (SOW), MNJIS is searching for individuals to work with existing MNJIS staff on various projects as assigned by the BCA’s project manager/supervisor that the individual will be assigned. Individuals selected from this SOW process must provide services on site, due to security reasons, at the BCA’s central office building, located at 1430 Maryland Avenue, St. Paul, Minnesota. The BCA therefore reserves the right to award contracts to multiple vendors if needed. The services are anticipated to be needed from approximately March 1, 2012 through February 28, 2013. However, if funding is available and if additional work is needed by the BCA/MNJIS after February 28, 2013, the BCA will retain the option to extend the contract(s) with the selected contractors, with the applicable contractor’s and individuals consent, for an additional eighteen month period, not to extend beyond June 30, 2014 when the 902TS program contract expires. The value of the contract(s) for subsequent years will be at the same rate agreed to in the original contract or at an agreed upon rate, that is reflective of the current economy and approved by the Minnesota Department of Administration and the Minnesota Office of Enterprise Technology.     MNSCU System Offices Enterprise Data Center Architecture and Network Services Staff Augmentation
    Minnesota State Colleges and Universities (MnSCU) is seeking Professional/Technical Services to augment staff for the administration, upgrade, and expansion of enterprise and network and security systems developed and/or supported by the Information Technology Services division of the Office of the Chancellor (OOC). Provide temporary staff augmentation to assist in the design and implementation of PCI compliant network and firewall infrastructure for the campuses of MnSCU campuses. MnSCU is undertaking a PCI remediation project that is intended to bring various campus business units into compliance with PCI standards. The project requires a resource knowledgeable enough of MnSCU infrastructure to efficiently implement load balancers, networks and firewalls at multiple sites within Minnesota.     Administration Department Business Plan for Statewide Parcel Data Integration
    The State of Minnesota has no existing statewide program for acquiring and managing standardized spatial and attribute data for land parcels, despite requirements for those data by a variety of state agencies for business purposes ranging from land management to emergency response. It is widely understood that local governments are the best source for these data, especially where these governments maintain those data using geographical information systems that are integrated with county tax records. However, the availability of digital parcel data varies greatly among Minnesota’s 87 counties, as do their policies and practices regarding data distribution, licensing, and cost recovery. Establishing a program to integrate best available parcel data into a statewide database that supports the Minnesota Spatial Data Infrastructure has been an established goal of the State and organizations around the state since the mid-1990s. 1 The purpose of this project is to develop a detailed business plan for acquiring, integrating, managing and providing access to accurate, current and consistent parcel data (both digital spatial and attribute) for the entire State, based on maintained and authoritative county sources. The business plan will include strategies to address the varied circumstances among Minnesota’s 87 counties: available data, data formats, technologies, distribution/redistribution and cost recovery policies, liability concerns, etc. This project will focus upon the critical relationship between Minnesota’s counties and the State. The business plan will need to emphasize the essential and ongoing role of Minnesota counties as primary producers and maintainers of parcel data. State laws about data access and cost recovery also must be addressed by the plan, which must be specific enough to guide the state and its county partners towards successfully implementing a statewide parcel mapping program.     OET is the in process of implementing an enterprise-wide Identity and Access Management (IAM) solution, and is in need of expert vendor knowledge of the Oracle Identity & Access Management suite of products. The vendor will provide OET with technical resource(s) to assist in the development/configuration of the Oracle Identity Manager product, version 11g (OIM), as well as other components of the Oracle 11g identity management suite. This version is new in the industry, and OET is among the first to implement the product at a state-wide level.     • The Minnesota State Retirement System (MSRS) requires the development of a Java-based, content managed web site. This solution will substantially reduce maintenance time and costs for MSRS. The content managed site will allow non-technical staff to update and maintain site content efficiently.     Office of MN.IT Services OET and Agency Organizational Restructure
    A new law resulting from the 2011 legislative session calls for the consolidation of Minnesota executive branch information technology (IT) under the State Chief Information Officer. The consolidation will occur over the next year in phases, beginning with the transfer of all IT-related budgets and personnel to the authority of the Office of Enterprise Technology (OET), and the consolidation of IT personnel and authority within each state agency, commission and board, in cases where IT staff and authority is currently distributed among an agency’s individual programs. The consolidated agency IT budget and staff will be managed by the agency CIO on behalf of and under the authority and direction of the Office of Enterprise Technology. Over time and through collaborative strategic planning, the State will determine those services that are delivered centrally and those that are delivered locally and/or through a third party vendor. This reorganization at both the central and agency levels involves over 1800 IT staff at 70+ executive branch agencies, boards, and commissions. The 2010 election used a hybrid of the re-written parts and the original ASP solution. This system is also deployed on the web farm and is responsible for ballot data creation, election night reporting, media file generation, and county reporting. Associated products are the online Polling Place Finder, which allows a voter to view polling locations and current election and ballot data and the Voter Information Portal (VIP), which provides voters with the ability to look up the status of their voter registration or absentee ballots. We currently employ staff to manage, design and develop these applications, but augment our development teams with consultants in order to meet short-term schedules.     Human Services Department Architectural Design & Training for WPS & WESB Applications
    The Minnesota Department of Human Services (DHS) is one of the largest payers of health care in Minnesota. DHS provides health care services to more than 600,000 Minnesotans through a combination of federal and state health care programs, including Minnesota’s Medicaid program, Medical Assistance (MA), and MinnesotaCare (a subsidized health care program for people who live in Minnesota and no not have access to health insurance). These combined health care programs are jointly referred to as Minnesota Health Care Programs (MHCP). The Department’s Medicaid Management Information System (MMIS) pays MHCP expenditures in excess of $5 billion annually. MHCP administration is a joint state-county-tribal effort, with county and tribal human services agency staff performing the intake, eligibility determination and case management for the majority of MHCP clients. Program eligibility is determined by approximately 2500 workers at the State level, at the 87 counties and at the tribal level. At the current time, health care eligibility is determined using two DHS legacy systems for MA, and a combination of manual processes and a legacy system for the MinnesotaCare Program. The Health Care Operations Division (HCO) is phasing in Service-Oriented Architecture (SOA) as it modernizes its MMIS. It recently installed a WebSphere Process Server V7 (WPS) and WebSphere Enterprise Service Bus (WESB) as the center of this move to SOA. HCO is seeking an individual or individuals to assist in defining architectural patterns and project development methods utilizing the WPS and WESB technologies.     Employment & Economic Development Department Electronic Document File Conversion
    Deed has a business need for a technical resource to provide assistance in document file conversion from an existing FileNet application to a new Electronic Document Management System. The existing FileNet system is aging and the software and hardware has not been upgraded for several years. Due to the age of the hardware and the length of time and costs to upgrade the existing system, research was conducted and it was decided that a new electronic document system be purchased. This conversion project is to convert all identified documents into the new electronic document system so they are able to be used and viewed by appropriate staff. The selected vendor will convert approximately 200,000 electronic documents stored in 4 (four) different program from the existing (dated) FileNet system (version 3.3.0-025) into a newly installation of Hyland Onbase. Most electronic documents that are currently stored in the existing FileNet system are scanned images in TIF or PDF format. The rest are in MS Office Word or Excel format. All documents converted must be accessible, searchable, viewable and able to use all Hyland OnBase system functions. The new system will be used by DEED’s Human Resources and Business and Community Development divisions as well as the Public Facilities Authority (PFA).

    Human Services Department RPO Web-based Database Application
    • The Resettlement Program Office (RPO) - a unit within Minnesota Department of Human Services (DHS)- receives 100% funding of its business operation from the federal Office of Refugee Resettlement (ORR),federal Department of Homeland Security. As part of its funding requirements, the ORR requires RPO to submit program reports including Trimester Progress Reports, Annual Outcome Goals Plan Reports, secondary migration of refugees data to ORR, in addition to other financial reports. To meet these requirements, RPO builds and maintains a web-based database application called the RPO Web-based Database Application (“Database”) that allows funded refugee service providers in Minnesota to enter data on refugee clients served via internet. RPO staff use reports generated by the Database for program planning and monitoring purposes. Since its implementation four years ago, the Database has served its purposes very well and has assisted in increasing federal funding to the State. In light of changing job market, new program services and requirements, RPO continues to require services of a software developer to build new modules in the Database.

    The state of Minnesota is implementing a PeopleSoft ERP system (SWIFT). The Department of Natural Resources (DNR) has Oracle Financials e-Business Suite version 11.5.9 (WIRES), which be retained. To facilitate WIRES AR processing and WIRES to SWIFT interfaces, WIRES must be changed from the existing 8-segment MAPS chart of accounts (COA) structure to the 14-segment SWIFT COA structure. The DNR has chosen to implement the SWIFT COA as a second set of books in WIRES.     Health Department OpenElis Code Evaluation
    OpenELIS is the Minnesota Department of Health’s (MDH) new automated laboratory information management system. The first module is scheduled to be released February, 2011. Security testing has revealed that the underlying code design may be very difficult to support, and an evaluation of the application’s architecture has been requested. The original plan was to expand the initial release of OpenELIS to all Clinical Laboratory tests and the Newborn Screening Program, but those projects are on hold until an evaluation is completed. This engagement is for an outside consultant to evaluate the OpenELIS application architecture and make a recommendation to MDH regarding its suitability for a laboratory information management system from the perspective of performance, maintenance, expandability, and security.

    Human Services Department CCA Training & Communication Design & Development
    The Minnesota Department of Human Services (DHS) Continuing Care Administration (CCA) is working on a number of program redesign efforts that will affect the services that people receive. CCA is changing the way that people’s needs for services are determined with the MnCHOICES project, which will improve the assessment of individual need and eliminate the need for multiple and different assessments within DHS’ various programs. These reform efforts will not only reduce the amount of time spent on assessment but will also improve understanding of an individual’s need, so that the right services can be provided. Starting in 2011, certified assessors will conduct all assessments for home and community-based services. This includes personal care assistance and long-term care assessments. CCA is also transitioning from lead agency contracts to a more consistent statewide approach to address waiver provider standards, qualifications and access to services. The Disability Services Division (DSD) is also working on a establishing a statewide rate-setting methodologies for home and community-based services for individuals with disabilities. Employment initiatives bring together employers, businesses, government and services providers to help increase competitive employment opportunities for people with disabilities to meet workforce needs. There is also a need to develop training and communication products related to other projects that are part of the Minnesota Pathways to Employment grant, and to plan for and execute training and dissemination of these materials.     Office of Secretary of State OSS SVRS/ERS Staff Augmentation FY12
    The Minnesota Office of Secretary of State (OSS), Computer Services (CS) division is seeking Professional/Technical Services to augment existing development staff on several active projects involving voter registration and election reporting: OSS created and deployed a new Statewide Voter Registration System (SVRS) in June of 2004, and since that time has continued to maintain and enhance the system. SVRS includes voter registration, absentee balloting, precinct and district maintenance, and other voter-related functionality. Additional features and enhancements are planned for the 2011-12 elections which will need to be substantially complete by May of 2012. SVRS is written in C#/.NET using a Microsoft SQL Server database, and deployed on a web farm. OSS developed an Election Reporting System (ERS) beginning in 2000, using Active Server Pages (ASP) and SQL Server. OSS started an upgrade project for ERS in 2009 to rewrite the application in C#/.NET using a Microsoft SQL Server database. The 2010 election used a hybrid of the re-written parts and the original ASP solution. This system is also deployed on the web farm and is responsible for ballot data creation, election night reporting, media file generation, and county reporting. An associated product is the online Polling Place Finder, which allows a voter to view polling locations and current election and ballot data. We currently employ staff to manage, design and develop these applications, but augment our development teams with consultants in order to meet short-term schedules. The focus of the projects will be to complete and deploy versions of SVRS and ERS as needed, in time for the 2011 and 2012 Election cycles. Stakeholders include OSS Management, OSS Elections Division, and OSS Computer Services. The continuing development of the Statewide Voter Registration System is a central component of the agency strategic plan, given the importance of elections in the state and recent state and federal laws.     MDE is looking for a single vendor to supply an experienced team of architects and developers to work in parallel with an MDE staff to design, develop and implement an interagency data warehouse. The interagency warehouse will contain anonomyzed unit record data for individuals from preschool through post secondary and workforce employment. All work will be directed by an MDE project manager. Through this SOW we will secure the services of approximately 4 vendor supplied FTEs with skills in the identified service categories to supplement the MDE team. Initially we will require architecture services to support the design phase of the project. Once that is completed we will require warehouse and application design services. Selected individuals will join a team of MDE staff with responsibilities for design, construction, testing, documentation, and support of the warehouse effort. Over the course of this three year project at the discretion of the MDE project manager, vendor team members will be engaged consistently but not necessarily full time as the schedule requires.     Metropolitan State University Infrastructure Migration from Novell to Microsoft
    MnSCU/Metropolitan State University is migrating from the Novell suite of enterprise products to the Microsoft suite. This includes Novell eDirectory Services to Microsoft Active Directory and Novell GroupWise 8 to Microsoft Exchange. In addition, the student email will be migrated to a “cloud hosted” email solution and the implementation of SCCM/SCOM. The intent for this engagement is to have an infrastructure that is built on experience and “Best Business Practices” with the unique nature of higher education. During this engagement, Metropolitan State IT Staff will be fully engaged in all facets, from design, implementation, and migration. The intent of this partnership will be to ensure that staff is fully capable of managing the operational needs post-migration. All milestones and subsequent timelines will be scheduled to minimize impact to the end users. The majority of migration should be completed early May 2011. The SOW does not cover the cost or scope of any licensing or hardware costs. The University will be responsible for the purchase of any software, licensing, or hardware required for the project.     Administration Department Lease Management – Implementation of Archibus Lease Module – Version 18
    State of Minnesota, Department of Administration is responsible for leasing non-state owned space on behalf of state agencies as required to meet real estate needs. The Department of Administration is the lessee on approximately 816 leases throughout the state, along with approximately 80 leases with state agencies on the State Capitol campus and approximately 70 leases with non-state entities in state owed property. Currently the State manages the inventory of these leases in an Access database. The State of Minnesota currently owns Archibus software to mange its real property portfolio. Included in the software package is a lease module (version 18). There is a business need to provide real-time information on leases, improve oversight capabilities and overall effectiveness in management and administration of leasing activities, streamline business processes and maximize state efficiencies and eliminate unnecessary costs and time in leasing activities.

    Administration Department Real Property Archibus Support for Facilities Condition Assessment Application
    The State of Minnesota has purchased Archibus software to manage its real property portfolio under the custodial control of 17 agencies, consisting of approximately 31 million square feet in 6,000 buildings statewide. Archibus is used to collect and analyze data and manage building space, building operations and maintenance, furniture, fixed assets and equipment, building condition assessment, move management and project management. The implementation is in the Windows and web environments. There is a business need for a vendor to provide system support, training and consulting services to implement the Archibus Condition Assessment module.     Office of State Auditor Office of the State Auditor CDMS Application 2.0 Upgrade
    The Office of the State Auditor (OSA) uses a software program called the Central Database Management System (CDMS) to manage various financial and contact data throughout the office, including data for Tax Increment Financing (TIF). The OSA oversees the use of TIF by development authorities (cities or entities created by a city or a county) throughout the state of Minnesota. TIF data is collected using Microsoft Excel based forms from development authorities using TIF as a development tool. The data is imported into SQL Server Databases and the CDMS application is used to work with and manage the data. The OSA’s goal with this project is to transform how CDMS allows the OSA to collect, access, update, sort, and display TIF information. The CDMS application will be upgraded to version 2.0.

    Pollution Control Agency Closed Landfill Database Maintenance and Programming
    The Minnesota Pollution Control Agency (MPCA) is authorized under the Landfill Cleanup Act (Minn. Stat. § 115B.412) to initiate cleanup actions, complete closures and take over long-term operation and maintenance at 112 qualified closed state-permitted landfills. In order to accomplish these actions the MPCA Closed Landfill Program (CLP) developed a program-wide relational database in 2000 that contains a variety of analytical and field data parameters. The database stores the data in Oracle 10.2.0.4 and access to the tables is accomplished through a Microsoft Access 2007 front end. The analytical data is measured on samples collected of ground water, surface water, landfill gas condensate, leachate and landfill gas. The field data is collected from these same media. The MPCA CLP is in need of ongoing support, maintenance and enhancements to the current program applications that house these analytical and field data parameters. Analytical and field data may be migrated into a Environmental Quality Information System (EQuIS) within the next year.

    Transportation Department Mn/DOT Continuity of Operations Plan for Information Technology (97513)
    Mn/DOT’s Office of Information and Technology Services (OI&TS) has the need to develop a Continuity of Operation Plan (COOP) for department-wide Information Technology (IT). Mn/DOT requires a COOP for all Information Technology (IT) in the department, including the districts. The Governor’s Order assigning Emergency Responsibilities to the State requires that all state agencies develop, implement, test and maintain a COOP by June 2011. The COOP must be developed and maintained in accordance with enterprise policies and standards.

    A COOP contains all of the information that an agency needs to recover its services in the event of an emergency. Typically a COOP contains policies that govern the plan, databases of information such as employee, vendor and customer information and procedures or scripts that provide specific instructions to implement recovery of services. COOP development is an arduous process that requires the support of the executive management of the agency and staff dedicated to the project. Because the COOP may contain personal information about team members and is a blueprint of services and vulnerabilities of an agency, it should be distributed on a need to know basis only and it should be classified as private/nonpublic data. The COOP should be maintained through exercise and revision.

    The primary goal of this project is to develop a COOP for all IT within Mn/DOT. The Selected Responder will establish and implement the COOP’s for IT established and in place for all Mn/DOT offices and districts to respond to an event, in such a manner, that the time-sensitive services of the organization continue without interruption or essential change while maintaining consistency with Federal documentation. The Selected Responder will develop COOPs for OI&TS, three Metro District IT Offices (Maplewood, Aeronautics, and Fort Snelling) and 8 District IT Offices (multiple district locations, includes Metro District).     Human Services Department DB101 Training Design and Development and PTE Communications Design and Development
    The Minnesota Department of Human Services – Disability Services Division (DSD) seeks assistance with the development of training and communications for the launch and implementation of Disability Benefits 101 (DB101). DB101.org is a web based system designed to help people with disabilities understand how earned income impacts their benefits, and explore and plan for work. The system will be used by professionals, people with disabilities and their informal support systems. Assistance will also include training for the Disability Linkage Line (DLL) and quality assurance for the DB101 launch and PTE Communications and documentation of products and processes generated through Pathways to Employment. DB101 is being developed through a Medicaid Infrastructure Grant, known in Minnesota as Pathways to Employment (PTE). Minnesota’s DB101 model is based on DB101 for California which can be found at www.db101.org. The Minnesota version is being developed through a contract with World Institute on Disability (WID). WID is also modifying DB101 for use in other states. Minnesota expects to launch our version in October 2010.     Medical Practices Board Participant Case Management System
    The Minnesota Board of Medical Practice (BMP) is in need of staff augmentation for an application developer with strong skills in database modeling and Microsoft Access/.NET framework to develop a ‘Participant Case Management System’. BMP refers its regulated health care professionals, who are unable to practice with reasonable skill and safety by reason of illness, use of alcohol, drugs, chemicals, or any other substances, or as a result of any mental, physical, or psychological condition, to the Health Professional Services Program. In many cases, a licensee will report to the Program as an alternative to disciplinary action by the Board, and undergo evaluation and treatment using a rehabilitation model. A “Participant Case Management System” database (PCMS) is needed to monitor participant evaluation data, treatment recommendations, progress in treatment, work quality assessments, and medication management, along with documenting attendance at support groups and random drug screens, if alcohol or drug use is part of the illness. This contract is necessary to develop a database, named PCMS, for collection and management of information needed to monitor compliance by participants with individualized participation agreements established by the Program or as directed by disciplinary orders issued by BMP. The PCMS will be a Microsoft SQL database, with interfaces and reports developed in Microsoft Access. The primary goal of this project is to consolidate existing case management data from different sources into the new PCMS. The data inputted/converted to PCMS database needs to be managed with the highest degree of confidentiality and privacy.

    The Minnesota Department of Revenue (DOR) is in the process of redesigning its external website to improve navigation and functionality. The agency wishes to conduct two rounds of formative usability testing at key stages of design and development of the new site, and possibly a third round of validation testing before the new site is deployed. DOR has identified four main user groups which will serve as the basis for the test participants used for each round of testing. The groups identified by DOR are: businesses taxpayers, individual taxpayers, tax professionals and public officials (includes local/state officials and county assessors). The department needs to gather quantitative and qualitative data from representative end users to evaluate the ease of use and usefulness of the site. For example, we want to track and record the testers’ success rate with assigned tasks, navigation paths and errors, time on tasks, and ratings of different aspects of the user interface.

    Mn/DOT must implement a new Accounting and Procurement solution (PeopleSoft). To accomplish this, Mn/DOT must: • Reengineer many business processes • Modify more than 20 business applications • Replace an additional 11 business applications • Crosswalk all historical data with the new chart of accounts information for historical reporting purposes • Modify all financial reporting across the Agency. The State has established July 1, 2011 as the full system implementation date. TranSWIFT team needs to modify several applications to comply with new requirements due to Mn/DOT’s effort at replacing its current accounting system (MAPS) with a PeopleSoft ERP. This contract will be to work with the current staff to design, develop, program and update several applications that contain accounting information.     Employment & Economic Development Department Web Application Security Assessment
    The Minnesota Department of Employee and Economic Development (DEED) is the state’s principal economic development agency. DEED programs promote business recruitment, expansion, and retention; international trade; workforce development; and community development. DEED has a project currently underway to document all of the applications and their related servers and databases. As part of this effort DEED is looking to strengthen the security of the environment and the applications to protect the Personally Identifiable Information (PII). DEED has approximately 66 applications. In an effort to strengthen the security of the DEED electronic data stored or processed in multiple tiered applications through-out the department, DEED is requiring an in-depth assessment and analysis of the current security controls in place to protect the confidentiality, integrity and availability (CIA) of critical data and applications. This effort will scrutinize and identify gaps in the controls designed to protect the department’s data as well as provide recommendations on improvements to these controls. We are seeking professional/technical services to independently evaluate the controls protecting PII – see page 7. The applications will need to be classified based on CIA of the data. Using these classifications, define a standard set of expected controls for the identified tiers based on various best practices for information security. The controls identified will then be assessed to identify control deficiencies as well as remediation recommendations to strengthen the security controls to the appropriate level based on the data classification.     Public Safety Department Criminal Justice Training & Education Registration Phase II
    The Bureau of Criminal Apprehension (BCA) protects Minnesotans and all persons who visit our state by providing services to prevent and solve crimes in partnership with law enforcement, public safety and other criminal justice agencies. One of the services the Bureau of Criminal Apprehension provides is training to local, state, and federal criminal justice agencies. The BCA Training & Education Unit requires enhancements to its Criminal Justice Training & Education (CJTE) Registration site (https://sps.x.state.mn.us/cjte/default.aspx) to better serve these criminal justice agencies. The CJTE site contains an online BCA training course listing and provides online registration for criminal justice training customers. The online registration system requires enhancements for maximum usefulness both to external customers and internal BCA staff.     CareerOneStop (“COS”) is an integrated suite of national Websites located at www.CareerOneStop.org to help job seekers, students, and workforce professionals find employment and career resources. Employers and economic development professionals find these resources useful as well. The U.S. Department of Labor Employment and Training Administration sponsors CareerOneStop with a grant to the Minnesota Department of Employment and Economic Development’s Workforce Development Division. Activities under the grant are managed by DEED’s COS Program Manager with guidance from DOLETA. DOLETA has funded a Skills Transferability project whose first phase completes September 6, 2010. The project’s focus is to create a seamless experience that enables a worker with experience in one occupation to discover alternative occupations in which he or she can use skills, knowledge, and abilities based on the previous occupation. Audiences include dislocated workers, workforce counselors, businesses, economic developers, and community organizations. One of the critical requirements of this project, which continues until March, 2011, is that the solution be extremely easy to use. Since the COS project does not have sufficient usability expertise on staff to handle this requirement, DEED procured staff augmentation user experience architecture consultants for the first phase using the ASAP-IT process.     Labor & Industry Department Construction Codes and Licensing (CCLD) License Restructure with interface to the Enterprise E-Licensing program
    The Minnesota Department of Labor and Industry (DLI) is responsible for licensing approximately 115,000 individuals and businesses for construction related activities in the State. In 2005, five agencies and boards were consolidated under the Governors’ Drive to Excellence initiative to form the Construction Codes and Licensing division (CCLD). Since that consolidation DLI has been working to streamline and aligned all of the functionality within CCLD. Statutory changes passed and signed in 2010, have totally restructured the existing licensing fees and structure. DLI needs to create a new back office application to support these changes. The changes are effective January 1, 2012, but the system must be implemented by October 2011, in order to create and process renewals for licenses that will expire December 31, 2011. Current licenses must be migrated to the new structure as well. In addition, DLI will be simultaneously moving to the enterprise ELicensing Gateway application for customer interfaces. We will be working with the team from the Office of Enterprise Technology (OET) on this interface and we must create back office functionality that will allow for a smooth interface to this product.

    Firewall rule updates and evaluation is an integral part of Information Security function of Business Information Technology (BIT) administered through the Department of Employment and Economic Development (DEED). In 2009, Minnesota State Office of Legislative Auditors (OLA) conducted a DEED Unemployment Insurance (UI) security review. The OLA findings concluded that DEED did not have adequate procedures for managing firewalls and did not sufficiently restrict computer traffic within the internal private network. OLA used the federal government’s National Institute of Standards and Technology (NIST) Regulation 800-53 to assess DEED’s UI current security posture. DEED must restrict network computer traffic and develop adequate firewall rule set policy / procedures which must be developed with an in-depth correlation related to three specific phases: Phase I – Discovery – Requires access to report logs to cover usage summary of rules, objects and bindings, Phase II – Analyze, layout new rules, work to re-configure rules and categories for the DEED environment, and Phase III – Develop test rules, objects, flow with documentation. Phase III will provide new rules, objects, flow creation of firewall testing redundancy, and present documentation related to best practices. Also, DEED will engage OET as part of the firewall architecture activities for the Data Center Consolidation project.

    Health Department MDS 3.0 Upgrade
    The United States Department of Health and Human Services, Centers for Medicare and Medicaid Services requires that every nursing home or boarding care home that participates in the Medicare and/or Medical Assistance programs complete a prescribed assessment on each resident at set times. This assessment is called the Minimum Data Set (MDS) and is used to determine the resident reimbursement classification called a Case Mix classification or Resource Utilization Group. The current version of MDS 2.0 will be replaced with a new version of MDS called MDS 3.0 effective October 1, 2010. This project includes the design and development of a Java based application to meet the prescribed business process and MDS 3.0 standards.

    Public Safety Department Minnesota Strategic Technology Reserve Development Project
    The purpose of the Minnesota Strategic Technology Reserve Development Project is to provide staff augmentation and technical support to DPS, and thusly to the Sub-Committee, as follows: 1. Project Coordination Support • Provide broad administrative support to the Sub-Committee needed to maintain continued progress toward institutionalizing the STR organizational structure. • Assist the Sub-Committee to development an organizational structure to oversee the establishment of this STR capability. • Assist the Sub-Committee to identify steps necessary to maintain the STR capability. 2. Strategic Technology Reserve Resource Development • Facilitate a review of the Minnesota’s basic STR proposal to assure that it addresses Minnesota’s basic needs. • Identify and provide technical assistance in the acquisition of resources (including but not limited to transportable repeaters, transportable antennas, portable radio, satellite services and VHF spectrum) needed to establish Minnesota’s STR capability. Develop an outline for training and exercises necessary to assure that Minnesota’s STR capability can be deployed and used, consistent with any Department of Homeland Security (DHS) standards or guidelines and in a timely and appropriate manner consistent with the hazards and needs of the state. • This project will require the potential contractor to provide two people to provide support in two related but different areas, as follows: 1. To provide the administrative support to the Chair of the Sub-Committee and assigned DECN staff member or project manager, to develop and institutionalize an organizational structure that will support the continued maintenance and development of Minnesota’s STR capability. 2. To provide technical assistance in evaluating the current deployable communication resources (VHF, 700/800 MHz and satellite), determining resources required to address gaps, drafting Request for Proposals (RFP), establishing technical and operational standards for resources and in developing training protocols.

    Public Safety Department MNLARS Project
    The Minnesota Licensing and Registration System (MNLARS) project is to improve system operability, stability, record keeping, security and customer service for the Minnesota Driver's license and vehicle registration systems. Included in this work will be the updating of interfaces with other state and federal entities, DVS remote locations, subcontractors, law enforcement and the public, improving and updating methods of operation when necessary and adding additional data to current driver's license and motor vehicle records that will be able to be recorded and retrieved electronically upon demand. The results of these systems operations will be the federally mandated automatic electronic operation of driver's license and motor vehicle record checks for all official DVS sites and the transmission of data to and from law enforcement, federal agencies and other states.
