FY13 Sesquicentennial Commemoration

Under Minnesota Laws, 2012, Chapter 264, Article 5, Section 5, the Minnesota Department of Administration requested proposals for public radio grants to develop programming that commemorates the sesquicentennial.

Funding Availability

The total amount of funding available for fiscal year 2013 was $30,000.

Eligibility Requirements

Applicants must be public radio stations meeting all eligibility requirements under Minnesota Statutes § 129D.14, Subd. 3.

Awards

The following grants were awarded: 

  • Minnesota Public Radio: up to $15,000
  • Northern Community Radio/KAXE: up to $15,000


Public Data

Under Minnesota Statutes §13.599: Names and addresses of grant applicants will be public data once proposal responses are opened. All remaining data in proposal responses (except trade secret data as defined and classified in §13.37) will be public data after the evaluation process is completed (for this grant, after grant agreements have been fully executed). All data created or maintained by the Department as part of the evaluation process (except trade secret data as defined and classified in §13.37) will be public data after grant agreements have been fully executed.

FY13 Competitive Grants

Per Minnesota Laws, 2011, 1st Special Session, Chapter 6, Article 4, Section 2, Subdivision 6, the Minnesota Department of Administration requested proposals to create, produce, acquire, or distribute radio programs that educate, enhance, or promote local, regional, or statewide items of artistic, cultural, or historic significance. 

Selected Applicants

Funds were awarded to applicants in accordance with the Legislative Guide: Principles for Use and Expected Outcomes of Funds from Dedicated Sales Taxes. Funding decisions were based on recommendations by a committee of arts, history, culture and broadcasting leaders, on funding priorities defined by the Department of Administration, and on consideration of an applicant’s performance on prior grants from the agency, if applicable, per Minnesota Statutes 16B.97, Subd. 4(1) and Office of Grants Management Policy 08-02.

Per Minnesota Laws, 2011, 1st Special Session, Chapter 6, Article 4, Section 2, Subdivision 6, the Minnesota Department of Administration requested proposals to create, produce, acquire, or distribute radio programs that educate, enhance, or promote local, regional, or statewide items of artistic, cultural, or historic significance. Preference was given to projects that expand Minnesotans' access to knowledge, information, arts, state history, or cultural heritage.

Funds were granted to projects that emphasized the 25-Year Vision funding priorities, community engagement, collaboration with local partners, diversity, innovation and capacity of the applicant to complete and sustain activities. Funding decisions were based upon recommendations by a committee of statewide arts, history, culture and broadcasting leaders as well as upon consideration of an applicant’s performance on prior grants from the agency, if applicable, per Minnesota Statutes 16B.97, Subd. 4(1) and Grants Management Policy 08-02.

Per Minnesota Laws, 2011, 1st Special Session, Chapter 6, Article 4, Section 2, Subdivision 6, the commissioner of Administration may use up to one percent of funds for grants administration. Fiscal year 2012 funds that were not awarded or applied to grants administration by the commissioner shall carry over to the next round of competitive public radio grants and do not expire until June 30, 2015.
