Provide funding for Minnesota local governments to: reduce energy use; create or retain jobs; and reduce emissions of greenhouse gases. Any Minnesota city, county, or township that did not receive direct EECBG funding from the Department of Energy was eligible to apply. An amendment was made to this RFP that increased the maximum aggregate simple payback period from 10 to 15 years. There was a separate proposal category for window replacement and additional attachments were required for applicants to document energy savings estimates.
